Puntualmente di fronte all'emergenza gli italiani mostrano al mondo l'incapacità sistematica a trovare una ragionevole organizzazione. Non stupisce che un paese che mette nei posti importanti i raccomandati dalla politica gli "amici" o i loro "figli", non stupisce che non sappia mostrare intelligenza organizzativa. Che sia neve, che sia alluvioni, che sia terremoto la mentalità è sempre la stessa. Perchè?

Una prima risposta c'è e non è una novità, nessuno piglia decisioni direttamente, inizia un rimpallo di responsabilità, il balletto di accuse e polemiche prevede il rito di scaricare sugli altri le proprie colpe. Chi deve fare cosa non si sa mai, niente cambia. Mai.

Una seconda risposta è che anche in questi casi siamo specialisti ad assegnare appalti a prezzi gonfiati e a pagare profumatamente le solite commissioni d'inchiesta che non arrivano mai a stabilire chi è il responsabile. Tutto serve.

Non abbiamo i semplici strumenti mentali organizzativi e questo serve, serve eccome, i fondi per affrontare l'emergenza sono una occasione succulenta per far circolare il denaro pubblico.

Non regge alcun paragone con i paesi del nord europa che sono sotto neve molti mesi all'anno e non hanno treni accecati da uno piccolo strato di neve, da noi il treno più costoso, veloce e diciamo prestigioso si ferma.

In compenso siamo efficientissimi ad amministrare secondo i tornaconti personali o di parte e a farci deridere dai nostri partner europei.
